Registration for #IASA50 and #JTS2019 now open!

Registration is now open for a full week of audiovisual archiving knowledge and experience sharing: both the International Association of Sound and Audiovisual Archives’ 50th Annual Conference and the Joint Technical Symposium, stewarded by the Coordinating Council of Audiovisual Archiving Associations, will be taking place at the Netherlands Institute for Sound and Vision in Hilversum from September 30 – October 5. #IASA50: IASA will be returning to the country of its birth, as the association was established in 1969 in Amsterdam to function as a medium for international co-operation between archives that preserve recorded sound and audiovisual documents. #JTS2019: JTS is the international scientific and technical symposium dealing with matters of particular importance to audiovisual archives and archivists. It provides an opportunity for audiovisual archiving experts from different backgrounds to come together, share new and upcoming technical advances in our field, and take positions that go beyond the boundaries of specific formats or domains. It is an occasion to inform each other about what’s going on in our field and seek cross-fertilization. Organized every few years since 1983 by the various audiovisual archives associations now forming the CCAAA, it provides an opportunity for colleagues around the world and those interested in the field to meet and share information about the preservation of original image and sound materials. Job Posting: Assistant Archivist (Senior Assistant Manager) for the Singapore Institute of Technology

The Assistant Archivist is responsible for the administration of Singapore Institute of Technology (SIT) Archives collection and plays a pivotal role in supporting its development, in particular, the Campus Development Archives, in outreach activities and events. The Assistant Curator will also oversee the day-to-day operations of the Archives Office, take charge of the processing workflow for the contents to be accessioned into the Collection

Key Responsibilities

Collection and System Management

  • Oversees, drives and leads in collection management of SIT Archives, including the review of work flow and procedures, cataloguing of the Collection to the Archives Management System (ArMS), and the longer term storage and preservation of the Collection
  • Oversees and manages the Archives Management System and the SIT Archives Online Catalogue
  • Handles materials and loan requests, and enquiries on the Collection, and ensures prompt and efficient responses to users

Collection Development

  • Coordinates and supports in collection development, working closely with Archivist in enriching the Collection with the most significant materials of endearing historical value that are evident of SIT’s history and campus development.
  • Coordinate and arrange for documentation of significant Corporate and Faculty events and activities, as well as conducting oral history interviews to supplement and contextualize the contents.
  • Assist in research in preparation for the processing and cataloguing of contents

Outreach Activities and Events

  • Oversees and manages the contents for online presence (sharepoint) of SIT Archives, and may be called upon to write articles to highlight the work done by the Archives team
  • May be called upon to assist and participate in outreach activities to raise awareness of SIT Archives

Job Requirements

  • At graduate degree in relevant fields such as history, information studies or library and information science or equivalent
  • At least 3 years relevant work experience; experience in archiving work and would be advantageous
  • Good communications and interpersonal skills with strong written and verbal command of English
  • Able to delegate with good work planning skills while being an effective team player
  • Able to learn quickly and leverage on new technology
  • A good sense of design and aesthetic is desirable

The 2019 MOWCAP-Asia Culture Center Grants are now open!

In the Asia Pacific region, many libraries, archives and memory institutions face formidable challenges: economic, climatic and geographic. The MOWCAP-ACC Grants Program aims to contribute to addressing this challenge by assisting with the preservation of, and universal access to, the documentary heritage of the Asia/Pacific region, and also to increase awareness of the existence and significance of the heritage.

The MOWCAP-ACC grants program supports the efforts of the many groups and organisations that collect, and preserve and provide access to documentary heritage from the Asia-Pacific region. It aims to encourage collaboration and partnerships to undertake projects (e.g. preservation of materials, digitizing, exhibitions, publications, etc.) as well as to develop skills and resources (eg. workshops, training programs, expert assessments, etc.).

Grants of up to $US 5,000 are available for the preservation and sharing of the documentary heritage of the Asia-Pacific. Grants are required to be fully expended, and the project completed and acquitted, within a 6-month period (July-December 2019). The grants are administered through the MOWCAP Office, Asia Culture Center, Gwangju, Republic of Korea.

The Southeast Asia-Pacific Audiovisual Archive Association (SEAPAVAA) seeks nominations for the 2019 SEAPAVAA Fellowship Award and the SEAPAVAA Best Archival Project in the Region Award.

2019 SEAPAVAA AWARDS
CALL FOR NOMINATIONS

One of the key missions of the Southeast Asia-Pacific Audiovisual Archive Association (SEAPAVAA) is to advocate the advancement of the professional development and recognition of audiovisual archivists who safeguard the rich audiovisual heritage of the region.

Two major award categories comprise the SEAPAVAA Awards namely: SEAPAVAA Fellowship Award and SEAPAVAA Best Archival Project in the Region Award.

THE AWARD CATEGORIES

1.)    SEAPAVAA FELLOWSHIP AWARD

The SEAPAVAA Fellowship Award is a special recognition given to honor an individual’s lifetime achievement in the field of audiovisual archiving and/or whose exceptional service to SEAPAVAA has contributed to the development of audiovisual archiving in the Southeast Asia-Pacific region.

Responsibilities of the Fellows:

  • Participate as part of the Fellowship Selection Committee.
  • Newly conferred fellows are required to present a master lecture during the conference in the year immediate following their conferment.
  • Participate in other projects/programmes that the SEAPAVAA Fellows Circle aims to pursue.

  • SEAPAVAA members who are not nationals or residents of the region can be nominated.
  • The SEAPAVAA Fellowship Award may be given posthumously.

Awards:

The awardee/s will receive a trophy plaque and also a waiver of registration fees of the annual SEAPAVAA conferences.

 

2.)  SEAPAVAA BEST ARCHIVAL PROJECT IN THE REGION AWARD

The SEAPAVAA Best Archival Project in the Region Award strives to recognize projects that have inspired archival design thought and exhibit technical and spatial innovations.

Eligibility:

Any recent project or initiative from the Southeast Asia Pacific region which has shown exceptional innovation and significant contribution in audiovisual archiving are eligible. Projects started anytime from 2013 until present whether on-going or completed may be nominated for the award. An example of a project that fits the criteria is the use of tea leaves as an alternative for the preservation of Cellulose Triacetate Film (Bell, J., Newnham, M. & Nel, P., 2017).

Awards:

Only one entry will be chosen as Grand Prize winner for the Best Archival Project in the Region Award. The winner will receive a Certificate of Recognition and USD 1,000 (cash prize sponsored by AV Preservation by reto.ch). Exceptional runners-up or honorable mentions will only be given a Certificate of Merit.

NOMINATIONS AND SUBMISSIONS

Procedures:

  • Only SEAPAVAA members in good standing can nominate a candidate or a project.
  • The nomination forms of the 2019 SEAPAVAA Fellowship Award and SEAPAVAA Best Archival Project in the Region Award may be downloaded from the 2019 SEAPAVAA Conference website [http://seapavaaconference.com].
  • The nomination form in PDF file must be filled out electronically! Completely and accurately. SEAPAVAA shall not be held liable for the mistakes or misrepresentations indicated by the nominator.
  • SEAPAVAA Fellowship Award nomination forms and other requirements (e.g. curriculum vitae/resume or written information/article relevant to the candidate’s nomination) must be submitted to the SEAPAVAA Secretariat via e-mail at [admin@seapavaa.net] or at [secretariat@seapavaa.net].
  • SEAPAVAA Best Archival Project in the Region Award nomination forms and other requirements (e.g. photo documentations) must be submitted to the SEAPAVAA Secretariat via e-mail at [admin@seapavaa.net] or at [secretariat@seapavaa.net].
  • The deadline for submission is on or before April 30, 2019. The secretariat will not be held responsible for nominations received after the deadline thereby resulting in the exclusion from the program.

PROCESS OF SELECTION

  1. All nominations for both the SEAPAVAA Fellowship Award and the SEAPAVAA Best Archival Project in the Region Award will be received and processed by the SEAPAVAA Secretariat. Afterwards, the nominations will be forwarded to the Executive Council to review the list of nominees and projects for the consideration of the Selection Committee.
  2. The SEAPAVAA Fellows Circle composed of previously conferred Fellows will serve as the Selection Committee.
  3. The Executive Council shall appoint (5) Fellows to represent the Selection Committee. The Executive Council shall also appoint the Chair among the Selection Committee. The appointed Chair will then lead the deliberation.
  4. All nominees for the SEAPAVAA Best Archival Project in the Region Award will be judged based on the following criteria:
    • INNOVATIVE (25%) Introduces new methods and technique.
    • INSPIRING (25%) Encourages archival solution and design.
    • INFLUENTIAL (25%) Serves as a model for other projects to follow.
    • EFFECTIVE (25%) Practical and works efficiently.
  5. The Selection Committee shall submit the list of chosen awardees to the Executive Council 30 days after they have received the nomination packages.
  6. The Selection Committee can confer no more than three Fellows for the SEAPAVAA Fellowship Award.
  7. Winners chosen upon by the Selection Committee is deemed final and conclusive, and cannot be questioned, challenged or appealed against on any ground.
  8. Only the honouree(s) and those who sent their nominee(s) or project(s) are the ones who will get notifications on the result of the final deliberation made by the Selection Committee.
  9. Honourees will be publicly announced and posted on the SEAPAVAA websites.
  10. Awarding will be held during the conference, and winners are encouraged to attend and receive the awards. Unfortunately, SEAPAVAA cannot give grants or free airfare and accommodation to those winners receiving the awards. Awardee(s) need to take care of their own travel expenses (airfare, accommodation, etc.) if they wish to receive the awards in person, or they may appoint a representative(s) who are confirmed to attend SEAPAVAA’s annual conference to receive the awards in their behalf.

FINAL ARRANGEMENTS

  1. The submission of nominee and application form implies acceptance of the current regulations.
  2. The Executive Council have full autonomy to decide not to confer any awards annually for valid reasons.
  3. The Executive Council will decide all matters not expressly provided for in these regulations and their decision shall be final.

Application to FRAME Tech is now open!

FRAME is a training course dedicated to audiovisual archives management. It is organized by the Institut National Audiovisuel (INA), in partnership with the International Federation of Television Archives (FIAT/IFTA) and EBU Academy, and co-funded by the Creative Europe programme of the European Union.

FRAME is divided into three yearly sessions: FRAME Tech, FRAME Experts and FRAME Access.

The application is now open to FRAME Tech. The training course will happen in INA from 17th to 21st June 2019 and details of each session are updated on their website.

23rd SEAPAVAA CONFERENCE, June 25th-30th, 2019, Noumea, New Caledonia: CALL FOR TRAVEL GRANT APPLICATIONS

For fourth time, REI Foundation Limited has agreed to offer sponsorship to the Southeast Asia-Pacific Audiovisual Archive Association (SEAPAVAA) for its 23rd Conference and General Assembly in Noumea, New Caledonia.  SEAPAVAA  is an association of organisations and individuals dedicated to the development for audiovisual archiving in Southeast Asia and the Pacific to preserve access to the region’s rich audiovisual heritage.

The theme of the 2019 conference is “Memory, History, and Archives”. RFL sponsorship will help support competent professionals with lesser financial resources to participate and present in the conference, to be held the beautiful islands of New Caledonia.

“MEMORY, HISTORY, AND ARCHIVES”

 

The relationship between memory and history is a complex one. Memory is continuously shaped and reshaped by the fickleness of remembering and forgetting. History is a partial representation of the past framed by the limited lenses of the present. French historian Pierre Nora posits that, “memory and history, far from being synonymous, appear now to be in fundamental opposition.”[1] This tension manifests in the archive as lieux de memoire where the politics and processes of memory formation and historical narratives assert their fluidity. Archives enable as much as they question what is told, recollected, and ignored. In the same manner that the existence of the archive takes form through the fragments of memories and the framings of histories. Memory, history, and archives therefore are not absolute nor fixed. They are incomplete, perpetually in a state of becoming.

These dynamics open the archive to possibilities and immense responsibilities. What is the role of archives in forming collective memories and national narratives? Can archives be critical of such homogenous assertions? How can archives account for multiple memories while authenticating historical claims of the past? In what way can archives bridge the personal and the communal when it comes to remembering and forgetting? How should archivists handle memories and narratives of trauma while enabling healing and reconciliation? What is the role of the archives in the pursuit of transitional justice?

SEAPAVAA brings these discussions to the Pacific Islands where oral tradition underpins collective memories, identity formations, and historical narratives. As Chief Reklai Raphael Ngirmang once uttered to archivists in the Pacific,

“Our archives do not have written documents and books. Our culture and historical records are contained in oral histories and legends, which are stored in the collective memories of the people of Melekeok and which have been passed from generations to generations over the centuries.”[2]

How do we then conceive of the archive, theoretically and pragmatically, taking into consideration the seeming dialectic between our oral traditions and our documentary heritage? Are archival concepts and practices emanating from the written culture of the West appropriate for preserving the nuances of our oral cultures? How do we utilize audiovisual technologies and by extension our audiovisual archives in bridging the intangible and the tangible? What are the measures we need to employ to shape inclusive archives that reflect the cultures of our people? Given all of these, how can our indigeneity inform our archival thought and practice?

The 23rd SEAPAVAA Conference seeks to address these issues by gathering different voices during its two-day Symposium. We invite archivists, librarians, historians, anthropologists, cultural workers, academics, scholars, and others actively engaged with the theme of the conference to submit proposals. Topics of interest revolve around three key words – memory, history, and archives – with particular focus on the audiovisual and the context of the region. Topics include but are not limited to the following:

  • Archives as source of collective and individual memories
  • Preservation and management of collective and individual memories
  • Preservation of digital-born memories
  • Politics of Memory
  • Oral history and archives
  • Metadata and archiving of oral tradition
  • Access to archived oral tradition
  • Protection of heritage through oral histories
  • Role of national archives in governance and accountability
  • Role of Information and Communications Technology (ICT) in archives
  • Role of audiovisual and digital archives to community development, identity, and heritage
  • Challenges in addressing and managing damaged or lost documentary heritage and archives
  • Preservation and management of audiovisual materials
  • Indigenous memory and the archives
  1. Submit proposals in English via e-mail as a MS Word file to Michaela Navato [secretariat@seapavaa.net] by 1st February 2019.
  2. The proposals should include:
    • Title of proposal
    • Abstract, maximum of 250 words
    • Name and Institution (where applicable) of proponent(s)
  3. The SEAPAVAA Executive Council will review all submitted proposals and will send notifications to accepted proponents by 25th February 2019.
  4. Accepted proponents must confirm their ability to attend the conference and present by 22nd March 2019
  5. The travel expenses, accommodation and subsistence of attending the 23rd SEAPAVAA Conference are the full responsibility of the Presenter(s) of accepted proposals. All attendees, including Presenter(s), are required to register and pay the full conference registration fee.

2019 Joint Technical Symposium

The Joint Technical Symposium (JTS) is an international scientific and technical event dealing with matters of particular importance to audiovisual archives and archivists. Organized every few years since 1983 by the member organizations now forming the Coordinating Council of Audiovisual Archiving Associations (CCAAA), it provides an opportunity for colleagues around the world and those interested in the field to meet and share information about the preservation of original image and sound materials. The latest JTS took place in Singapore in March 2016.

The Joint Technical Symposium provides an opportunity for audiovisual archiving experts from different backgrounds to come together, share new and upcoming technical advances in our field, and take positions that go beyond the boundaries of specific formats or domains. It is an occasion to inform each other about what’s going on in our field and seek cross-fertilization. At a time when the digital world is converging, we as members of CCAAA organizations have the opportunity to discuss technical issues and agree on how technologies best position us for the future of our field.

Please note that the upcoming 2019 JTS will be held jointly with IASA’s 50th Anniversary conference at Sound and Vision and will share a collaborative day of workshops on October 3, 2019. When deciding whether to submit proposals to JTS or IASA, please consider the topics provided in the two conferences’ calls for proposals. The program committees may suggest moving proposals to the other conference. Please indicate in case you do not wish this to happen.

Call for papers

The Program Committee invites session proposals related to the 2019 theme “PRESERVE THE LEGACY. CELEBRATE THE FUTURE.” Proposals are welcome from all areas of archival practice, digital initiatives and research in our fields. Proposals should have a technology focus for either born-digital collections, digitised collections or collections still to be digitised. We suggest paper proposals to address one or more of the following topics:

1 BIG COLLECTIONS, BIG ASSETS, BIG DATA 

  • Artificial intelligence in media management tools: opportunities for automating archival practices by means of e.g. machine learning and automated extraction of metadata
  • Big files, big data? Transcoding, managing and transporting large files throughout the audiovisual lifecycle
  • Measuring archive use and impact: analytics, data science and big data mining

 2 REFORMATTING AND RESTORING

  • Redoing reformatting: bringing novel and innovative approaches to formats and technologies
  • Media preservation beyond the linear domain: solutions for preserving interactive media formats
  • Artificial intelligence in restoration: what can it offer and what’s the risk?

3 PROGRAMMES AND SOLUTIONS

  • Programmatic support for digitization/preservation: technical, strategic and financial perspectives (or the lack thereof)
  • Low-cost solutions for ‘archives at risk’: technological and strategic developments such as DIY workflows, scaling up through collaboration or making outsourced digitization affordable
  • Learning from your neighbor: practices from other domains to consider for audiovisual conservation and preservation (e.g. medical triage in first aid situations)
  • Good enough practices: what are good, better and best approaches? How can we at least preserve the opportunity of preserving before we run out of time?

4 STATUS AND IMPACT OF TECHNOLOGY

  • The future of archives as impacted by changing sound and moving image technologies
  • How do technological developments impact the ethical use of our archive holdings?
  • Bringing the archive to 21st century audiences: next-generation presentation infrastructures for heritage media
  • How can and should we leverage new technologies to unlock the value of archives, to promote archives, to further the mission of audiovisual archiving and preservation?
  • It’s a mad, mad non-standard world: standardization and industry uptake
  • Open source and other development models for sustainable AV archive tooling
